By default we dont set server max player limit for java games such as Minecraft or Project Zomboid. If you try to change the player limit from the config file directly, it wont take effect and the service will revert it to the default value..
In order to change the server max players, apply the following steps:
1- Login to the game control panel and navigate to your server then Stop it by clicking "Stop"
2- Click on "Change Server Max Players" in the side menu.
2- Change the max players to your desire and click "Execute"
3- Start your server.
4- Your server max players is switched to the new value.
